Have you actually checked for spark or will the van just not fire up?

My gut and years of Astro experience says fuel pump is too weak to start the engine.

With a no spark condition, I'd check for voltage at the coil.... and the coil.

Disable the starter. Put a spark plug wire into the top of the coil, then a plug in the spark plug and ground the plug. Turn the ignition from RUN to START a few times while you observe the plug. Does it spark? If not, then the coil may be bad.... or the problem may be in the coil's circuit.

New parts fail too... recheck the parts and your work. What's the voltage on the coil?
