Thought I tried joining a while ago. Do I need to do it again? When I go into my control panel under usergroups, its says pending membership.

The V8 Club's fearless leader is chops. He is the one who needs to approve your membership. Apparently he is slacking. My suggestion is that you PM spam him screaming "APPROVE ME YOU SILLY APE!" That might speed up the process.

Responsibilities include investigation into the members requesting to join the group as to whether they actually have done the V8 swap or not. Many who request to be in the group have not actually done the swap but rather they are in the process or strongly desire to do it. That doesn't count! As the group leader it will be your job to only allow those in the V8 Club who can prove (usually with photos) that they have successfully swapped a V8 into their van. You'll also be the guy who receives the requests when somebody requests to be in the group.

Do we have any active reliable member that is willing to take on this role? Someone who is already in the V8 Club is preferred.
