It could be a wiring problem in the harness down under the body,or shorted at the plug. A close inspection could uncover a problem area.
Try unplugging the encoder motor and installing a new fuse. If the new fuse does not blow, it could be an encoder motor issue, or damaged wires at the encoder socket. Was the replaced encoder motor a rebuilt unit or new?

It was a reman cardone, the wire connections to the plug looked solid and not corroded. Same with the plug to encoder motor. I did unplug and was able to not blow the fuse. Wondering if I got a bad remanufactured unit.

My factory manuals are for 1998 (Borg-Warner system) , so I do not have an encoder motor.
Somebody else may offer information on the actual testing procedure for the encoder motor.

Interesting thought, new encoder, new shaft speed sensors, still blowing fuses. I'm giving this a try. Thanks
