The Belltech 3" drop springs should not need the c-notch. The axle will remain below the springs.
Only with the 6" flip kit which places the axle above the springs would the c-notch be required.

Correct. The c-notch provides clearance for the axle tubes not the bump stops. Shorter bump stops are used when lowering the rear.

Not sure about that kit, but as it's a unibody frame rail as stated above, might need some reinforcement of the channel.
Has it been done? Sure has:
