Things change. I remember reading about this,recently, and found that "other" charges can be attached to a debit sale, is such a mess the Feds pretty much leave it up to the states. Was a recent court case, Florida,I think, where the federal court foud Florida's new law, preventing any surcharges or fees on a debit card, was illegal, and they had to stop it.
I almost always use my debit, so much safer. My bank uses a secondary security provider, in addition to looking at my purchases. I set a limit on purchases, 400 I think, anything over will not go through unless they can contact me by phone. Or, if it is a overseas purchase, or "seller" pops up on their "do not" or "doubtful" lists, same thing, no cash flow unless they can contact me. So, money never leaves account. Then, on top of that, someone at the bank looks at any high purchases, and out of state, and, "strange" ones. I can think of several instances, once, at a gas pump, out of state, debit was refused, but took credit, and, someone within the state, at a cable provider, used my "card", paid months worth of her own cable bills. She worked at the company,BUT, I am in mountains,there is no cable up here!!!!! Had to call the offending company, they called my bank, money was immediately reinstated. Both "local", as within the state. She was arrested and charged, I had to get new card (numbers). Offending company, and cops would not give me her name, address, etc, but I was prepared for a drive! But that is another story,LOL!
