my instrument panel will not work and it blows the fuse for that area when i put the fuse in the place it goes.

You've got a short. Start by unplugging all you can that is effected by this fuse. Try another fuse with everything disconnected. Plug things back in one by one until you find the culprit that's blowing your fuses. Look for pinched wires, amateur wiring that should be removed, etc.
