I have checked the fuses and none appear to be blown I believe number 9 operates all these it’s a 95 Astro safari awd 4.3 thanks in advance

Grounding issue maybe? Rarely, but sometimes a fuse looks good when it’s not. Electrical issues can make you crazy.

"Appear" means nothing. You need to test. Test if voltage is getting to the fuse,also.
