Leaving the gas cap off will not affect your fuel pressure. Yes, the fuel tank can become pressurized but its not related to fuel pressure created by the pump. The schader valve will be your best bet. Follow the fuel lines where they attach to your throttle body, you will find the valve around there.

If you want to relieve the fuel pressure in the filter without having to pull the doghouse, just start the engine, pull the fuel pump fuse, wait for the engine to die, and turn off the ignition.

You won't have any pressure in the filter after that, but there will still be a small amount of fuel that will spill out of the filter when you remove it.

i read in my chilton that my tbi which is a 220 model. has a constant bleed feature that doesn't require any special procedure to relieve the fuel pressure. Is that true?

I also have a '91 Astro with a Rochester 220 TBI unit. I recently replaced the in-line fuel filter (under the van) and found no pressure, just drips. I also disconnected the fuel lines from the TBI and noticed no pressure, and your constant bleed comment would explain that.
