Do you hear the pump try to run when you turn the key to the on position? When was the last time the fuel filter was replaced?

Grumpy has a wire near the battery to bypass the relay. I've only ever used it to empty the tank using with a weakened pump.

Another thing, I ran into on my 93. When I turned the key on, you can hear the fuel pump running. with my guage at the throttle body(I have a TBI) there was no pressure at all, no fuel. Took the filter off, key on no fuel coming out. Dropped the tank to realize the rubber hose from pump to sending unit dry rotted out and had a hole in it. So the pump was just pumping fuel back inside the tank. I dont know if you hear the pump running when the key is on though. Please let us know.

Start with the fuel filter. They should be swapped out every 20k miles anyway.

That is normal. The fuel pump is supposed to run for a few seconds and then cutout if the engine isn't started. I would test the voltage at the connector down by the fuel tank so you can rule out everything else except the pump.

X2 the connection for the pump should be under the drivers door at the outside of the underneath. it will be 3 wires. purple black and gray. purple is the sending wire for the gauge. the other 2 are for the pump. unplug this connection and test across the black and gray. like you noticed there will be only 12V there for 1-2 secs after the key is turned on. this is to prime the system. if you try it more than 3 times it usually will stop showing voltage there until the key is turned to start. a quick bump against start with the key will reset the 3 times.

this will eliminate relay failure. you say that it tests every time with the relay out but that does not mean the actual contact is connecting. that just means the relay is being told to do its job
