...heard of an attachment to install on an Astro to combat the "parachute effect"? I hate to call it a spoiler, but that is the only term I can think of...

Good aerodynamic body packages.

No I cant find one only ricer spoilers.
A simple bowed metal arc works best.
Turned down at the roof of the van.
Directs the air behind it and reduces
turbulence.

I recall back in the 70's when custom vans were the rage, Hot Rod magazine did an article on MPG and wind resistance. IIRC, the most drag came from turbulence of the air flowing underneath the van.
