PASSING EMISSIONS NOx SNIFF TEST WITH EGR REMOVED

i need to change the lower intake manifold gasket in my '99 cargo van due to a coolant leak.
i will be upgrading the fuel injection spider while i have everything apart.
i am also in the process of upgrading my original "black box" type PCM to a 2002 safari "0411" type.
when i take off the intake manifold to change the gasket i would like to swap the original 1999 intake manifold for a 2003 JY intake manifold that i have - the later manifold completely does away with the original 1999 EGR setup.
my concern is the change in NOx emissions when i take the van in for the state emissions test.....will i have enough wiggle room on the GPM limit with the EGR completely gone???

Any good tech will FAIL you on visual inspection alone. OR ...seriously..they only look for a gas cap?! WTF

the test station aisles/bays have full length windows so you can watch the process. they've never opened the hood on any test i've had. they just look at the gas cap, drive onto the rollers, clip on the tailpipe sniffer, plug in to the OBD port & off they go......
as far as i can tell from watching the process, if you don't have any trouble codes showing and sniff within bounds, all is well.
