I'm thinking 2 cans of PB Blaster and possibly a oxy/propane torch for those Oh so stubborn bolts ... lol. Anyone have any other suggestions?

Goggles, respirator(I've heard that burning PB Blaster is VERY nasty stuff) angle grinder, sharp drill bits, and a tap.

I use my plumber torch with MAP gas, you never have to worry about cutting into anything.
Use some anti seize for the new install. Might get some rustoleum to repaint the contact area's to help slow down the rust, and a box you bandaids.
