Blower motor switch not working

1997 safari, OK so Ive put in a new resistor pack, connectors are all good, blower motor is good, switch dosent work.
so i have a constant 12v source to the resistor, but the other wires coming from the switch only have like 5v.
so when the switch is on low one of the wires will have 5v, when its turned up a different wire will have 5v. so is this normal or should it be 12v? when i jump the smaller wires from the switch with 12v it works so Do i need a new switch? how do i replace it if so?

any help is appreciated

THEY SHOULD BE 12 AT FOUR OF THEM AT THE DIFFERENT SWITCH POSITIONS ONE SHOULD BE A GROUND AND ONE SHOULD HAVE 12 V AT ALL TIMES
98 astro awd hightop waldoch conversion-origanal motor,trans.diff,tranfer case,frt. diff. got it with 100k miles in 7/05 now has 252k and purrs like a kitten
