A/C clutch not engaging

Hey gang,
I just got done replacing the upper/lower intake gaskets and fuel injection. Before I began the job, I noticed the compressor kicking in every 20 seconds or so (acting as if it was low on freon). Now that everything is back together and the compressor is back in place, I'm not getting anything when I turn the A/C on. I never disconnected the lines, but they did get moved around a bit during the job. Will the A/C even turn on if it is too low on freon? Trying to find a starting point on what to check out.

It is leaking. No once it reaches a certain pressure(low) it won't kick on anymore.
