Shocks or Spring problem

I put drop spindles on a few weeks back, I noticed driving to work I will bottom out twice going there. My question is, I have original springs from 1998, and shocks of unknown age, they are ac delcos. I purchased new kyb shocks, but have not installed yet, I will tomorrow. What would be the more likely cuplrit. Tire is making contact with underside of inner fender in the center, basically straight up. I have never had this before. I don't know if my spring are shot due to age, if they have sagged, or if the shocks are worn out. If I push down on the fender of the van, it is very soft, but it is not like a blown shock where is continues to bounce. Thoughts?

I don't think the springs would be worn unless you have like a zillion miles on them, my guess would be the shocks. Since you have the new ones, I would start there...
