Is a washer needed under the castle nut on the lower ball joint

No. I've never seen one used or needed.

But if the castle-nut should somehow wind up past the cotter-pin.. then I would use one.
If that DID happen.. I'd be a little concerned as to why.

This is the case. There was no washer on the old one.

I hacve had this happen on aftermarket ones. Just use what you got to to line the keyway up.
