The black side should double back to the drivers side of the intake manifold. The tee should go down to the vacuum tank(space age round thing) connected to the passenger side front wheel well. The other end should connect to another tee that has a hose that goes through the fire wall to the dash.

It should be hooked up to the vacuum ball, the firewall and the engine, the firewall connection ( bottom ) goes to the heater control valve. I assume you don't have the rear heat option in the van.
A temporary fix usually becomes a permanent solution, therefore it does not exist.
