Answered in your Stem Seal thread, what I think is both dots @ 12 o'clock is TDC firing for cyl. #1, look at the other thread to see what else I mentioned.

It isnt fun. It isnt easy. I had someone turn the engine over. Just tap tap tap. While I held a old spark plug with black tape on the end in the number one hole. Untill I heard the compression. Then I lined up the mark on the harmonic balance that just past up. And the multiplier target is there are 2 marks on the harmonic balance. The other one is for another cylinder for whatever reason.

dots together is TDC on # 1 cylinder. If the covers are off, see if the valves are closed by looking @ the rocker arms...that's your valve timing. That ensures your valves open and close at the proper "time" relative to the piston's position in its stroke. Your IGNITION timing is a separate issue...drop the distributor in with the rotor pointing in the general are of #1 cyl.....move the housing back and forth until it fires....prob more to it that I am omitting but that's the basic idea. Patience...tough when you're getting close and tired/frustrated but it pays to do it once properly rather than having to redo it....which sounds like your mindset as well. Try calling out Chevymaher in Shoptalk maybe? Sorry couldn't help more....
Move along....all is well.....return to your homes.....nothing to see here.

are you absolutely positive that dots facing each other is tdc #1? finally got the plug out and it seemed like compression was while both dots faced at 12 oclock.

after extensive reading it seems that icebrrrg is right. dots facing each other is #1tdc but on the exhaust stroke. both at 12 oclock appears to be #1 compression stroke. it seems both facing each other is #4 compression stroke. thanks, anymore input would sure be helpful because i am about to adjust the valves tomorrow.
