KInda buck when you first drive it like at a constant speed almost idle 25-40 mph mines does cant figure out why after like 30 minutes of driving it runs just fine WTF!!!

Last tune-up? Sounds like ignition coil shorting to the mounting bracket, distributor cap, or single cylinder misfire. How long has this been happening? Does it get worse when it is wet outside?

If his symptom lasted permanently, I would think that.

But it goes away after about 30 minutes. I have never seen an ignition misfire that went away like that. How long does it take the van to warm up? Usually with an engine that surges, I looking for a vacuum leak (or a component used to control or monitor vacuum leaks and/or air flow). Possibly the ever failing IAC?

30 minutes should be plenty of time for the engine to reach operating temperature, especially driving on the road. I'm thinking 'buck' is felt in the drivers' seat more than 'surge'. I'm also assuming that this happens at a lower rpm right after a shift and engine load is more.

Does it do this worse during damp conditions or does it seem like a timer goes off right at the 30 minute mark every time?

Absolutely, 30 minutes should be plenty of time for any engine to warm up but the OP still has not answered that question.

If it were mine, I'd put a GM cap and rotor on it along with a PCV valve and fuel filter into it and see if it improves. You could also remove the doghouse and lightly spray the cap, wires, and coil with water to look for spark leakage. It will be more visible if you test it at night. Any visible spark mean that that component must be changed.
