95 Chevy Astro TDC

Need some help!!!!!
I had heads serviced.
The heads are mounted onthe block.
I have treaded in rocker arm studs.
I'm trying to find TDC on piston 1.
I'm trying to find TDC so that I can install rockers and adjust them as well as others listed in book.
then rotate balancer a full rotation to install rockers and adjust the remaining valves as listed in book
I have white mark on balancer.
Can I use push rods to assist me in finding TDC if I insert them in for piston 1.
No rockers so valves don't move.

couple things. tdc is in reference to timing. not to rocker arms or placement
did you remove the cam or timing chain in the motor. if not it does not matter when installing rocker arms or any of the pertaining nuts or push rods.
once you have the arms installed you will then be able to visually watch the valves come open and closed and also with the timing mark know when tdc is achieved.
this is important to setting the dist timing. i would go ahead with the next step without worry about tdc
Don't explain it poorly 5 times. Take the 15 seconds to go out and take a picture of it!!
Please do not confuse idle conversation with technical advise
