Transmission not shifting out of second

Hope you guys can help me out with this. 1987 Chevy Astro. Supposedly 700r4 tramsmission. Purchased about 6 months ago. Will not shift out of 2nd. I checked the fluid and it was low. Topped off and test drove it. Still will not shift. Dropped the pan to change strainer. Fluid was extremely dirty but no burned smell. Did see a few metal shavings. Test drove again. Still not shifting. Not even manually. Did notice that the speedometer does not move until it has shifted the first time. Could this be related? Any ideas? Haven't been inside a transmission other than changing strainers before but not afraid to.

Low on fluid and no high gear.Not a good sign.Probably burned up the clutches in the tranny.On your year tranny the speedo should be gear and cable driven.Not related to the non-shifting issue.But my 90 astro had a completely electronic 700R4 in it.You can tell by looking to see if you have a mechanical cable for shifting and speedo cable.Or just wires.
