3rd gear late shift sometimes

So I have been reading a ton about the 4L60e. Got a minor issue with the one in my Astro. 90% of the time it works fine, 1-2 shift is a little hard when it's cold but not that bad, once it warms up feels good. Just changed fluid and filter which has helped some overall might do another fluid change. My main concern has been the occasional late 2-3 shift which seems to be much more prone to happen when accelerating from a stop and traveling up a slight grade. Don't know if this is a solenoid issue, old clutch pack, or TPS. Under light or heavy acceleration seems to work fine, but under moderate uphill sometimes it doesn't want to shift into 3rd until around 42mph or if I let off the gas, then it will sometimes just go straight to 4th. It has never slipped either. I can't seem to find any info on this exact issue was wondering if someone could help me figure it out? Acts like it wants to hold 2nd longer than necessary but never free-revs. Thank you.
