PDLocks (inside) work but, remote won't work or Reprogram

I have read the previous posts and still cannot get my remote(s) to work.
I ordered a new, but not brand new remote from ebay. It's the right PN.
I've check the fuses.
The Power Door locks work from inside the cabin but, I can't get my old remote or the new one to work. I attempted to reprogram the remotes but, during the programming, I get no response from the vehicle.
I have replaced both batteries within the remotes with brand new ones.
Does anyone have any ideas? I do have a multimeter if that will assist me in diagnosis.

I don't know what you have tried but there are at least a couple methods i know of , one requiring a scan tool , so try this one to start with , it is for '02

1) Close all doors and insert key in ignition

2)Hold down UNLOCK button on door panel

3)Turn ignition ON, OFF,ON,OFF. Release UNLOCK button on door panel. Door locks should LOCK then UNLOCK indicating the vehicle has entered programming

4) Hold down LOCK and UNLOCK on the remote for 15 seconds. The doors should LOCK then UNLOCK

5) Repeat step (4) for each additional transmitter (up to 4 total)

6) Turn ignition ON and OFF to exit programming. Verify function of remotes

I do have a simple hand scanner/cheap code reader, actually.
Regarding your instructions, I printed other posted instructions which mirror your and it appears that it won't enter the programing mode. That is: after cycling the key on-and-off-and-on-and-off, the locks don't cycle.

Is yours a factory installed system?

From the GM service manual. Requires the use of a class 2 scan tool to perform.
Transmitter Programming
Important

Up to 4 transmitters can be programmed. Do not operate or program the transmitters in the vicinity of other vehicles that are in the keyless entry program mode. This prevents the programming of the transmitters to the incorrect vehicle. The order in which the transmitters are programmed is important. The first transmitter programmed will be transmitter #1, and the second transmitter programmed will be transmitter #2. Use care to program the transmitters correctly.
Identification of RKE Systems this is for 2001 Malibu
On this vehicle there are two different types of RKE systems. The first type of RKE system is integrated into the Body Control Module and is supplied by Delphi.
The second type of RKE system uses a Remote Control Door Lock Receiver Module and is supplied by Lear.
The best way to identify which type of RKE system the vehicle has is by the key fob, The system that is integrated into the BCM will either be blank or have DEIPHI embossed on the back of the key fob. The RCDLR based systems key fobs will have LEAR embossed on the back of the key fob
ll key fobs must be programmed each time any one fob is programmed.
The scan tool must stay connected until all of the transmitters are programmed.
Install a scan tool.
Turn ON the ignition with the engine OFF.
Select Remote Function Actuation.
Select Special Functions.
Select Program Key Fobs.
Select the number of key fobs to be programmed.
Press and hold the LOCK and the UNLOCK buttons simultaneously on the first transmitter for approximately 15 seconds. The Power Locks should cycle to confirm programming of the first fob is complete.
If you are programming more than one transmitter, repeat the previous step to program up to four transmitters.
Remove the scan tool.
Exit the vehicle. Attempt to lock/unlock the doors to verify the programming.
Operate the transmitter functions in order to verify correct system operation.

Perhaps the fuse is bad, the module is disconnected, there's a wire shorting out...if you can't get it to enter programming mode, there's something wrong on the vehicle side and it's time to trace wires.

I did check both fuses 13 and 15, visually. They look ok.
I did have the dog house off, recently when I had the ignition problems. Could I have inadvertantly disconnected something in or around the doghouse, under the dash that would cause this "disconnect" and the inability to program?
I have two LEAR remotes.

Can you describe what your key fob looks like , as compared to description in prior post?

If you have a 2001-2005 Astro, mine look the same as yours.
lock-top left (projectile facing left)
unlock-top right (round)
Rear 2X- lower right
alarm/horn- lower left (red)

Thanks, Phantom. The previous post, elsewhere here, indicated the necessity to ignore certain instructions referring to the lock button on the door. But, those instructions in fact DID apply to the 2001 Astro. When I followed your link that you provided and followed the instructions, it was an easy fix. My old key fob is burnt toast but, the one I recently obtained from Ebay programed easily.
