Engine stays revving after highway run

So this has been intermittent but more so recently. The motor maintains high revs even after turning off the cruise. Not as if its not turned off but higher than It should be. When I open the hood and move the cable around coming from the cruise control it seems to throttle down.
At first I suspected the EGR but maybe cruise is hanging up.
This is just a junkyard swap out right? Or ebay buy? Any other fixes?

Have you tried just lubing the cable up?
