2003 GMC Safari SLT AWD

Lately, all of the dashboard lights have become very very dim.
Adjusting the thumbwheel makes no difference.
At night, they all come back to full life.
This includes, the odometer, radio and even the overhead information display.
What needs to be done to restore the lights back to normal?

Brand new battery made no changes.

sounds like a bad ground or short somewhere
